Distribute funds on a student per capita basis, with each local foundation determining their use.

Target funds to specific areas of interest such as literacy, technology, arts, science, tutoring, counseling, and capital projects.

Provide funds that enable the Coalition to broaden its work through developing and strengthening local education foundations.

Structure an individual fund distribution plan within charitable contribution guidelines.
